How is governance handled?

By inheritance. Every agent inherits the permissions, roles and approval chains of the system of record. An agent cannot see or do what its user cannot. There is no separate policy layer to build or maintain. All actions taken by the agent are tagged to the user who authorised it. The access of the user defines the scope of the access of the agent.
